Environment agenda for security and cooperation in south-eastern Europe and Central Asia

In the fall of 2002, the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), and the Organisation for Security and Development in Europe (OSCE), in cooperation with the International Institute for Sustainable Development (IISD) and Adelphi Research, initiated the “EnvSec” project. EnvSec is designed as a long-term dialogue process with governmental representatives and civil society groups in South Eastern Europe and Central Asia regarding environmental changes and their significance to national security and regional stability. Through extensive regional consultations and under the expert guidance of an international steering committee, this initiative mapped these risks and opportunities in the form of a graphically-rich final report and presented a final report at the Kiev "Environment for Europe" Ministerial Meeting in May 2003.

adelphi served as a strategic advisor for EnvSec, aided in the development of the work programme, and drafted a mechanism for the cooperation of the programme partners. Based on a series of programmes and projects over the past few years, EnvSec became an important catalyst for environmental cooperation in the key regions of operation.
